In Ontario, a tenant cannot unilaterally refuse to pay rent, although there are some circumstances in which it could be acceptable to withhold rent.  

Tenants may have legal alternatives under Tenant Rights Ontario if a landlord breaches the terms of the lease, neglects to conduct necessary repairs, or fails to provide needed services.  

Tenants should, however, seek legal advice or complain to the Landlord and Tenant Board (LTB) instead of having their rent withheld.  Tenants must adhere to the correct processes to safeguard their rights, as nonpayment without a valid reason may lead to eviction.
